المادة 17: يجوز بدون إذن المؤلف ودون دفع مكافأة له: أ- نقل فقرات قصيرة أو مقتطفات من مصنف سبق نشره بقصد النقد أو المناقشة أو لأغراض التعليم شريطة أن يكون النقل في حدود العرف المتبع وبالقدر الذي يبرره الهدف المنشود وأن يذكر المصدر واسم المؤلف. ب- استعمال المصنف كوسيلة إيضاح في التعليم بالنشر أو الإذاعة أو التسجيلات الصوتية أو المرئية بشرط أن يكون الاستعمال في الحدود المعقولة وألا يتجاوز الغرض المنشود وأن يذكر المصدر واسم المؤلف على المصنف. ج- عمل نسخة واحدة من المصنف للاستعمال الشخصي البحت دون أن يشمل ذلك تصميم المباني المعمارية وبرامج الحاسوب وكتب التمارين والتطبيقات الموسيقية.
