Current rationale
The baseline law in force on 1990-01-01 in Algeria was Ordonnance n° 73-14 du 3 avril 1973 (and its implementing texts), which was replaced by Ordonnance n° 97-10 of 6 March 1997. The full text of the 1973 ordinance could not be retrieved or verified via web search. The earliest verifiable copyright statute is Ordonnance n° 97-10 of 6 March 1997, which entered into force in 1997. That law contained exceptions for private use (copie privée) permitting reproduction for the personal and private use of the copier, and exceptions for quotation and educational illustration. The private-use exception covered reproduction of full works for personal/private purposes (including research and private study), but was limited to the individual copier and did not authorize sharing or communication. No broader fair dealing, fair use, or general research exception open to all users was present. The private-use exception is the most permissive research-relevant exception, yielding LIGHT BLUE. Because the actual 1990 text (Ordonnance n° 73-14) could not be verified, this baseline is set at the earliest verifiable law. The classification-neutral factors (non-commercial restriction, single-copy limits) were not factored into the color decision.
Exceptions considered
Private reproduction for personal and private use of the copier, single copy, of a lawfully published work
Quotation from a lawfully published work, for purposes of criticism, polemic, education, etc., limited to short passages
Reproduction for illustration for teaching, limited to extent justified by purpose, with attribution

Why this score
Ordonnance n° 03-05 of 19 July 2003 replaced Ordonnance n° 97-10 of 1997 and is the current copyright law of Algeria. Article 38 provides a private-use exception permitting reproduction of full works for the private use of the person making the copy, without consent or remuneration. However, it explicitly excludes: (1) architectural works in building form, (2) reprographic reproduction of an entire book or substantial part, (3) all or essential parts of a digital database, and (4) software (except as per Art. 44). Because the exception permits full-work reproduction for some types of works (e.g., musical works, audiovisual works, articles, photographs, etc.) but explicitly excludes certain categories (architecture, entire books via reprography, databases, software), this is ORANGE — full-work reproduction is available for at least some work types but not all. The exception is limited to private/personal use (individual user), does not authorize sharing/communication, and carves out specific work categories. Article 33 (quotation) permits only short passages — RED individually. Article 39 permits reproduction for teaching illustration — limited to extent justified by purpose, individually RED. Article 41 permits ephemeral recordings by broadcasters — not research-relevant. No fair dealing, fair use, general research exception, TDM exception, or institutional/library exception broader than Art. 38 exists. The most permissive exception is Art. 38, which is ORANGE due to the work-type exclusions. Classification-neutral factors (non-commercial, single copy, lawful publication) were not factored into the color.
Exceptions considered
Private-use reproduction for the person making the copy, excluding architectural works (buildings), reprographic reproduction of entire books or substantial parts, digital databases (all or essential parts), and software
Quotation of short passages from a lawfully published work for criticism, polemic, pedagogical, scientific or informational purposes
Reproduction for illustration for teaching, to the extent justified by the purpose, non-commercial
Backup copy of software by lawful possessor
Ephemeral recordings by broadcasting organizations

Why this score
As of 2025, Ordonnance n° 03-05 of 19 July 2003 remains the copyright law in force in Algeria. No amendments to the exceptions and limitations provisions (Articles 33–53) have been identified. The most permissive research-relevant exception remains Article 38 (private-use reproduction). This permits reproduction of full works for the private use of the person making the copy, but explicitly excludes: architectural works (buildings), reprographic reproduction of entire books or substantial parts thereof, all or essential parts of digital databases, and software. Because full-work reproduction is permitted for some categories of works (e.g., musical recordings, audiovisual works, photographs, articles, short literary works) but not for others (architecture, entire books via reprography, databases, software), the classification is ORANGE. The exception does not authorize sharing, communication, or distribution — it is limited to private use by the individual copier. No fair dealing, fair use, general research, TDM, or institutional/library exception exists in the law. The quotation exception (Art. 33) is limited to short passages (RED). The teaching illustration exception (Art. 39) is limited to extent justified by purpose and does not independently authorize full-work reproduction for research (RED). Classification-neutral factors were not considered in the color assignment.

Quotation of short passages from a lawfully published work for criticism, polemic, pedagogical, scientific or informational purposes
Reproduction for illustration for teaching, to the extent justified by the non-commercial purpose
