Ordonnance n° 03-05 of 19 July 2003 replaced Ordonnance n° 97-10 of 1997 and is the current copyright law of Algeria. Article 38 provides a private-use exception permitting reproduction of full works for the private use of the person making the copy, without consent or remuneration. However, it explicitly excludes: (1) architectural works in building form, (2) reprographic reproduction of an entire book or substantial part, (3) all or essential parts of a digital database, and (4) software (except as per Art. 44). Because the exception permits full-work reproduction for some types of works (e.g., musical works, audiovisual works, articles, photographs, etc.) but explicitly excludes certain categories (architecture, entire books via reprography, databases, software), this is ORANGE — full-work reproduction is available for at least some work types but not all. The exception is limited to private/personal use (individual user), does not authorize sharing/communication, and carves out specific work categories. Article 33 (quotation) permits only short passages — RED individually. Article 39 permits reproduction for teaching illustration — limited to extent justified by purpose, individually RED.
